In my more than twenty years covering politics in Curitiba as a reporter, I've seen a lot. Heated debates, arguments, shoving. I've also seen (rare) moments of consensus. A city councilor reciting poetry for some beauty queen. Difficult votes (remember Greca carrying the councilors to the Wire Opera House to vote on freezing the career progression of municipal employees?), protests. But I think perhaps there hasn't been a legislature as cowardly…
