On June 6, 2025, District Judge Matthew Bates issued a rul­ing find­ing Utah death-sen­tenced pris­on­er Ralph Menzies men­tal­ly com­pe­tent to be exe­cut­ed despite con­cerns pre­sent­ed by Mr. Menzies’ attor­neys about his vas­cu­lar demen­tia.
