The National Weather Service released a cold weather advisory at 1:44 a.m. on Sunday valid from 1 p.m. until Monday 10 a.m. for Putnam, Rockland and Westchester counties.The weather service comments, “Very cold wind chills as low as 14 degrees below expected.”
