WEST CHESTER — The Chester County District Attorney’s Office and Coatesville police announced the arrest of Uley Hines, 83, of Coatesville, in the fatal shooting of Keith Boggs, 61, on Saturday. Hines was charged with murder of the first degree, murder of the third degree, possession of an instrument of crime, and possession of a weapon.
