China suspends ban on exports of gallium, germanium, antimony to U.S.

  • On November 9, 2025, China's Ministry of Commerce suspended export approvals for gallium, germanium, antimony and super-hard materials to the United States until November 27, 2026, covering the second clause of Announcement No 46 of 2024.
  • Following talks between President Xi Jinping and US President Donald Trump earlier this month, the White House said the agreement included suspending export controls on rare earths and other critical materials and ending retaliatory tariffs.
  • The December 2024 measures originally introduced export restrictions and enhanced end-user and end-use checks on graphite, while China's Export Control Law warned of legal consequences and the first clause remains in effect.
  • The United States agreed to a 10% tariff reduction starting November 10 and extended Section 301 exclusions until November 10 next year, following reciprocal trade steps.
  • Manufacturing weakness and large tariff tallies underscore economic strain, as China's PMI falls to 49.6 and tariffs on $250 billion and $110 billion persist.
