A Lancaster County woman is charged with several counts of felony arson after police say she started a fire in her apartment that spread to nearby residences and displaced 20 people.Savanna A. Parsons, 30, of Ephrata, told police she had rubbing alcohol and a lighter on her bed and was alone in her apartment, on the 520 block of East Main Street around 11:30 p.m. on Aug. 8 when the fire started.
