Kupwara Custodial Torture Case: CBI to Press for Police Remand of 8 Including Two Police Officers
The Central Bureau of Investigation arrested six policemen following Supreme Court orders after severe physical abuse of Constable Khurshid Ahmad Chouhan in custody in 2023.
- On Wednesday, the Central Bureau of Investigation arrested six Jammu and Kashmir policemen, including Deputy Superintendent of Police Aijaz Ahmad Naiko and Sub-Inspector Riyaz Ahmad, following Supreme Court orders to probe custodial torture.
- On February 17, 2023, Constable Khursheed Ahmad Chouhan was summoned from Baramulla to report before the Kupwara SSP and was allegedly held illegally from February 20 to February 26, 2023, enduring torture.
- Medical records at Sher-i-Kashmir Institute of Medical Sciences , Srinagar, document complete genital mutilation, removed testicles, fractures, and six days of beatings with iron rods, electric shocks, and red pepper insertion.
- On July 21 the Supreme Court of India directed the Central Bureau of Investigation to arrest responsible police within one month and awarded Rs 50 lakh compensation to Chouhan, rejecting the UT's suicide theory.
- The Supreme Court of India ordered the Central Bureau of Investigation to submit a status report by November 10, 2025, and listed the matter for November 17, directing a probe into systemic issues at the Joint Interrogation Centre, Kupwara.
