CASPER, Wyo. — A Casper man is one of the first to be sentenced in a multi-county drug distribution investigation that brought led to over 15 arrests and busts of up to two pounds of methamphetamine in traffic stops. Jesse Roy Westmoreland, 45, pleaded guilty to conspiracy to deliver methamphetamine and was sentenced before Judge Josh Eames on Friday, May 22.
