The Carter County Commission said the law was followed to the letter in developing the quarry on Gary Bailey's property in Hampton. Commissioner Todd Smith said that still does not mean Bailey did not have a conflict of interest in representing 6th District on the Planning Commission and moved to hold a vote of removal in August.
