Carney government's national security strategy features focus on safeguarding economy
The plan will be followed by new foreign policy, defence and security measures over coming months, officials said.
On Thursday, the Liberal government released 'The Plan for a Stronger Canada,' a new national security strategy designed to manage economic shocks while securing key industrial sectors and fostering innovation.
Prime Minister Mark Carney stated that Canada faces a "hinge moment in history," where contested borders and global threats render reliance on international rules insufficient for sovereign protection.
Carney warned that deep global integration has become a vulnerability, emphasizing that Canadian energy, critical minerals, advanced manufacturing, and leading technologies "will be the bedrock of our relationships."
The government plans to propose modernized national security legislation within the next year, updating a framework unchanged since the 2004 policy published under Paul Martin.
Ottawa will roll out detailed policies on defense, public safety, economic security and intelligence over coming months, while planning a first ministers meeting next year to strengthen intergovernmental coordination.
