The Royal Canadian Navy lists the Victoria-class complement at 48 crew plus 11 trainees per boat. TKMS puts the Type 212CD core crew at 28 to 30. That moves Canada from roughly 192 core submarine billets across four boats to between 336 and 360 across twelve — before instructors, shore staff, leave, or attrition.
