RAC Issues Urgent PCN Car Park Warning to Drivers in UK Amid Rise in 'Confusion'
More than 90% of 1,693 drivers surveyed found the term confusing, and 31% said private notices should be renamed, the RAC said.
The RAC, led by RAC head of policy Simon Williams, warned that private parking companies are issuing "parking charge notices" that closely resemble council-issued "penalty charge notices," confusing more than 90 per cent of drivers surveyed.
While both use the same "PCN" acronym and often feature yellow-and-black designs, the RAC described private notices as "an invoice for an alleged breach of contract" on private land, whereas council fines are legally enforceable.
Government figures expected in the coming weeks could show a record 17 million notices issued annually; unpaid tickets often increase from £70 to £170 after a 28-day appeal window, which Williams called "totally disproportionate to the alleged parking contravention."
Isaac Occhipinti of the British Parking Association stated the term "parking charge" is "legally defined in legislation" and "distinct" from fines issued by local authorities, urging drivers to review correspondence carefully to identify the issuer.
The BPA continues to work closely with Government on a new code of practice to strengthen protections for motorists, while the RAC maintains that private firms are "deliberately" making their notices appear similar to council-issued fines.
