- The agreement followed a Department investigation starting in February under the Trump administration, which found Penn violated Title IX by allowing biological males to compete in female athletics, thus disadvantaging female athletes.
- Penn agreed to strip Lia Thomas of all collegiate swimming titles and records, including her 2022 national championship in the 500-yard freestyle and several program records, while restoring those honors to female athletes who lost to her.
- Education Secretary Linda McMahon described the agreement as a success for women and girls, affirming the department’s commitment to vigorously uphold Title IX and apply its provisions fully under the law.
- Penn will send personalized apology letters to female athletes affected by prior policies and will adopt biology-based sex definitions to ensure males will not compete in female athletic programs going forward.
