The change involves the introduction of the invoice discount mechanism and the elimination of the reference energy class. Among the amendments declared inadmissible, the proposed amendment that saved company cars booked in 2024 but delivered in 2025 by the new fringe benefit taxation system.

The amendment to the bill decree on the appliance bonus, signed by Silvio Giovine (FDi), was readmitted thanks to the appeal filed after the declarations of inadmissibility. On the other hand, this was not the case for the amendment, always by Fratelli d'Italia (Riccardo Zucconi), which postpones the entry into force of the anti-catastrophic insurance obligation.
