Petition to Ban Hunting and Fishing in Oregon Gains Momentum with 125,000 Signatures

- On Friday, the Yes on IP28 campaign submitted more than 126,000 signatures to the Oregon Secretary of State, surpassing the 117,000 required to potentially qualify for the November ballot. The office must verify those signatures before the petition can officially proceed.
- Known as the People for the Elimination of Animal Cruelty Exemptions Act, the proposal seeks to outlaw hunting, fishing, and livestock slaughter by extending current animal abuse laws to all nonhuman vertebrates, defining an "animal" as "any nonhuman mammal, bird, reptile, amphibian or fish."
- Major industry groups, including the Oregon Farm Bureau and Oregon Cattlemen's Association, oppose the measure, warning it threatens a fishing industry generating $517 million in annual household income and a beef sector exporting $127 million in goods.
- Governor Tina Kotek and Republican state senator Christine Drazan have both denounced the initiative, with Drazan calling it an attack on the state economy that "risks criminalizing common agricultural practices that are critical to Oregon's economy."
- Chief petitioner David Michelson acknowledged in a 2025 interview that the campaign aims to shift public attitudes rather than secure immediate passage, stating, "we know that this isn't going to pass in 2026." The group continues pursuing signature verification regardless.
