BCUC Approves FortisBC's Tilbury Liquefied Natural Gas Storage Expansion Project
The British Columbia Utilities Commission approved a $1.14 billion project to replace a 56-year-old tank, enhancing energy supply reliability and system resiliency, officials said.
- On Oct. 27, 2025 the British Columbia Utilities Commission approved FortisBC Energy Inc.'s application and issued a Certificate of Public Convenience and Necessity for the Tilbury LNG Storage Expansion project.
- The British Columbia Utilities Commission approved a larger LNG storage tank for FortisBC in Delta, to meet peak demand and address resiliency concerns, prompting replacement of the existing tank.
- Two-Thirds of the new larger LNG storage tank's capacity will be reserved for unexpected supply interruptions and the remainder will meet high-demand days, FortisBC says the tank will store natural gas exclusively for customers and exclude marine fueling and LNG export.
- Construction runs six years, with customers facing delivery rate increases of about 1.78% annually and the $1.14 billion project due in service by 2030.
- BCUC's review included submissions from eight interveners and public feedback, and it required FortisBC to seek further approval for any future changes to tank use.
