- The pact follows a May 1 decision by joint venture partners—led by London-based Shell PLC with a 40 per cent stake—to approve "hundreds of millions of dollars" in incremental funding to finalize critical work scopes.
- Under the proposed Phase 2, the terminal's export capacity could double to as much as 30 million tonnes annually, with the agreement requiring governments to "work collaboratively with First Nations" to expand export markets to Asia.
- Critics, including the Canadian Association of Physicians for the Environment, object to the expansion, citing flaring that exposed residents to "health-harming chemicals, including black carbon and benzene," per the group's statement.
- The project's inclusion in the federal Major Projects Office highlights a fast-track strategy, with Energy Minister Tim Hodgson noting that 40 per cent of all projects referred to the office established by Prime Minister Mark Carney are located in British Columbia.
