Delayed Decision on Release of PC Harper’s Killers Hampered Police Operations, Says Badenoch
Conservative leader Kemi Badenoch will tell the Police Federation that government indecision over the early release of PC Andrew Harper's killers "made harder" the jobs of his colleagues.
Albert Bowers and Jessie Cole, convicted of Harper's 2020 manslaughter, were passengers in the car that dragged the officer in Sulhamstead, Berkshire, during a 2019 quad bike theft.
Prime Minister Andy Burnham initially resisted calls to limit release eligibility; following backlash, the Government excluded anyone convicted of unlawful killing from the early release scheme.
Burnham previously promised to do "everything possible" to ensure Bowers and Cole remained incarcerated, while the Government creates prison space by deporting foreign offenders and ending indefinite jail terms.
Elsewhere in her speech, the Conservative leader will argue police officers have not had the backing they deserve, stating society has failed to recognize their sacrifice and service.
