NEW YORK, JUL 9 – An audit found 70% of sampled adult care facilities in New York were inspected late, with many violations unresolved, risking the safety of over 37,000 residents, officials said.
- A July 2025 audit conducted by state Comptroller Tom DiNapoli revealed that from 2018 to 2024, oversight of adult care facilities across New York was insufficient, with the state Health Department failing to perform timely inspections and properly monitor these facilities.
- The audit revealed that the department did not complete inspections on schedule for 70% of the facilities reviewed and frequently failed to address identified issues, attributing these shortcomings primarily to limited staffing and challenges posed by the COVID-19 crisis.
- Auditors identified numerous health and safety concerns, including deteriorating stairways, medication that remained expired for four years following a previous citation, staff uncertified in basic first aid over a year after being cited, along with the presence of an open vodka container in a treatment area and cannabis-related items discovered in an office used by an administrator.
- The department received 7,440 complaints from 2018 through 2023 but failed to investigate 18% of them, with some investigations exceeding the required 30-day timeframe, leading to a new robust monitoring system.
- The audit warns that delays and inadequate follow-up jeopardize the safety of over 37,000 residents in 534 facilities statewide and recommends improvements in inspection timeliness, complaint investigations, and data accuracy.
