Global Atomic Corp. (TSX:GLO) - Niger Uranium Decisions Should Ease the Jurisdictional Overhang - Research Portal

On August 21st, Niger’s cabinet awarded two uranium mining permits: Madaouela I, revoked from GoviEx in July 2024, to Atomic Eagle (ASX:AEU, Not Rated) under an agreed Mining Convention, and In Azaoua, which covers Somaïr, to the new state entity Tsumco SA. We view both awards as net positive for Global Atomic (GLO). Perceived Niger jurisdictional risk has been the single biggest overhang on the Dasa debt package, with US development bank Credit/Investment Committee and Board sign-off repeatedly slipping, and the time required to arrange financing pushed our Dasa start-up estimate to Q2/29 from Q4/28. The Atomic Eagle settlement is exactly the kind of precedent that helps lenders underwrite country risk on a new build, while the Somaïr award makes it clear that the Government wants uranium production to continue. Importantly, GLO does not need to negotiate a new agreement, as Dasa's Mining Convention is already in place, so this is a read-through on jurisdictional perception for lenders rather than a template GLO must follow. Nothing here accelerates the Credit Committee timeline, but it de-risks the backdrop for that decision and supports our view that debt, or a partial JV or asset sale management now discusses with potential "JV partners" in the plural, remains achievable on terms materially better than the current 0.23x P/NAV implies.
