In the second debate, the National Assembly approved the draft law establishing the conditions, procedures, limits and responsibilities for the complementary and subsidiary support of the Armed Forces to the National Police, which seeks to regulate a form of operational cooperation that, as approved, will be exceptional, temporary, motivated and subject to institutional controls.
The National Assembly of Ecuador approved a legal reform on Tuesday so that the armed forces can support the police in internal security tasks and the fight against organized crime, without the need for the government to declare a state of emergency.
With 83 votes in favour, the National Assembly approved the Law regulating the complementary support of the Armed Forces to the National Police. The regulation, which amends article 158 of the Constitution, allows the military to participate in internal security operations without the need for prior declaration of an exception.
