According to state-run Xinhua News Agency and China Central Television , the State Council's Food Safety Office, the Ministry of Agriculture and Rural Affairs, and the State Administration for Market Regulation ordered local authorities to conduct a thorough and prompt investigation into the "formaldehyde napa cabbage" incident in Kangbao County, Zhangjiakou, Hebei Province.

Following reports in Kangbao County, Zhangjiakou City, Hebei Province, that a cabbage buyer illegally used formaldehyde solution (formalin) for preservation, several places in China have attempted to distance themselves from the issue. However, as early as 2012, state media reported that the use of formaldehyde for preservation of cabbage by vendors was a common practice in the industry.
China ordered special inspections of cabbages and other perishable vegetables throughout the country, after a case of illegal use of formaldehyde to conserve products during transport has triggered new food safety controversy.
