Alberta's Timing Targets for West Coast Pipeline 'Best-Case Scenario': CIBC Analysts
CIBC says Alberta’s targets are a best-case scenario as the province still needs federal approval, Pathways funding and other key agreements.
Analysts Robert Catellier and Rogan Anantharajah wrote in a Monday industry update that Alberta's proposed construction timeline for a new West Coast oil pipeline represents a "best-case scenario" for the project.
The Alberta government aims to submit a proposal by July 1, seeking national-interest designation by Oct. 1 and construction start by Sept. 1, 2027, as it spearheads the project without private-sector involvement.
ATB Financial chief economist Mark Parsons wrote that the timeline "should add pressure" to proceed, estimating the project could boost Canada's real GDP by 1.1 per cent and Alberta's by 5.1 per cent.
On Friday, British Columbia Premier David Eby, First Nations, and environmental groups reiterated their opposition to easing the tanker ban, which remains a significant hurdle for the proposed pipeline route.
Oil could begin to flow around 2033, though the project faces outstanding negotiations with British Columbia, Indigenous consultations, and funding agreements for the multibillion-dollar Pathways carbon capture project.
