After Starshield interruption, Ukraine wants to build its own satellite communication network with ICEYE and Nokia
The deal follows Starlink disruptions that exposed Ukraine’s dependence on a single provider and would expand control over mission-critical communications.
- On Thursday, President Volodymyr Zelensky and Finnish Prime Minister Petteri Orpo signed seven agreements worth roughly $337 million in Kyiv. The package includes railway locomotives and energy equipment to protect critical infrastructure from Russian attacks.
- Recent speed restrictions on Starlink terminals prompted Kyiv to seek sovereign alternatives after disruptions crippled drone operations. These outages exposed the country's reliance on a single private provider, necessitating independent communication systems.
- Ukraine's Defense Ministry signed a letter of intent with Nokia and ICEYE to develop a sovereign satellite-communications network. ICEYE CEO Rafal Modrzewski said, "Ukraine needs secure, sovereign and high-performance satellite communications systems that it controls."
- Beyond communications, the aid includes financial resources to protect energy infrastructure from Russian attacks. Nokia Defense Chairman Mikko Hautala said the project would give Ukraine "control over the connectivity it depends on."
- Meanwhile, the European Union is negotiating Ukraine's access to a secure satellite program, with commercial services potentially expanding in early 2027. Political pressure to develop alternatives continues growing as Ukraine diversifies its defense infrastructure.
