Minnesotans Sue Trump to End ICE, CBPS' Racial Profiling, Warrantless Arrests

The ACLU and law firms challenge racial profiling and unlawful detentions by over 2,000 ICE agents in Minnesota, seeking court orders to protect constitutional rights.

  • On Thursday, Jan. 15, the ACLU of Minnesota, national ACLU and partner law firms filed a federal class-action in federal district court in Minnesota on behalf of three residents alleging constitutional violations by ICE, CBP and other federal agents.
  • Operation Metro Surge has sent federal officers outnumbering local police amid ICE operations and protests after Renee Good, 37-year-old, was shot in the Twin Cities last week.
  • Mubashir Khalif Hussen, 20, alleges masked ICE agents stopped him in Cedar-Riverside on Dec. 10, 2025, shackled him, took his fingerprints and released him after he showed a passport photo.
  • The complaint requests emergency relief to stop stops, questioning and wrongful arrests based on ethnicity, alleging violations of the Fourth and Fifth Amendments, while Catherine Ahlin-Halverson said, `ICE and CBP’s practices are both illegal and morally reprehensible.`
  • ACLU of Minnesota Executive Director Deepinder Mayell said the alleged conduct is part of a broader pattern since November, and the lawsuit could shape federal enforcement practices to protect Somali and Latino communities in the Twin Cities.
