According to Statistics Estonia, 19.4 percent of the Estonian population lived in relative poverty and 3.3 percent in absolute poverty in 2024. Compared to 2023, the proportion of people living in relative poverty decreased by 0.8 percentage points. However, the proportion of people living in absolute poverty increased by 0.6 percentage points.
Epp Remmelg, a senior analyst at Statistics Estonia, explained that the relative poverty rate shows income inequality in a country. “People living in relative poverty do not live in direct deprivation, but they cannot afford the standard of living that is considered normal in society,” he said.
