A year ago, "Pealtnägija" reported how a relatively new apartment building in Tartu collapsed and became unusable, and the builder refused to take responsibility for it. In the ensuing outcry, the construction company changed its mind and erected a completely new building on the banks of the Emajõgi River, where the residents have now moved in.
