PILSEN — A former bank, parking lot and vacant lot in Pilsen could be turned into apartment buildings by developer Teo Scorte.Plans for the properties at 2201 W. Cermak Road, 2221 W. Cermak Road and 2212 S. Leavitt St. were first presented last year.
