20 States Sue Trump Administration over Disaster Prevention Funding
UNITED STATES, JUL 18 – The coalition argues the Trump administration illegally ended the $4.5 billion FEMA grant program, risking delays or cancellations of hundreds of disaster mitigation projects nationwide, states say.
- On Wednesday, a coalition of 20 mostly Democrat-led states filed a lawsuit to block the Trump administration from terminating a multibillion-dollar grant program, speaking in Stamford on July 16, 2025.
- On April 4, 2025, FEMA abruptly canceled the Building Resilient Infrastructure and Communities program, which President Donald J. Trump signed into law in 2018, after earlier this year Trump floated eliminating FEMA altogether.
- According to the lawsuit, the BRIC program approved nearly $4.5 billion for more than 2,000 projects, including Bridgeport's $47 million coastal defense and a $2.7 million hazard-resistant building code initiative, showing the scope.
- In response, the coalition argued the BRIC shutdown breached separation of powers principles and Connecticut AG William Tong said it's 'pull the rug out from under us,' as states cited a violation of legal boundaries.
- After FEMA’s criticized flood response earlier this month, AG Josh Kaul and the coalition are seeking preliminary and permanent injunctions to restore BRIC funding.
