In the Berlin Declarations of June 1945, the Allies took note of the absence of a government or central authority in Germany since the fall of the Nazi regime. As a result, they assumed to represent its authority, without, however, annexing it. The following nine years saw a new political landscape emerging, with the birth of two countries, the Federal Republic of Germany and the GDR, divided by a "internal border".
