It has been 14 years since a 13-year-old male student in the second year of a junior high school in Otsu City committed suicide in 2011 due to bullying. In an interview, Ishikawa Prefecture Governor Hiroshi Hase, who worked hard to bring about the enactment of the Anti-Bullying Measures Promotion Act in September 2013, said, "We need to stop turning a blind eye and create a society that reduces the burden on students in trouble."
