Why still prescribe opioids despite the risk of addiction?

This week, a class action was authorized in Quebec against 16 pharmaceutical companies accused of misleading consumers about the effectiveness and dangers of opioids. While the number of prescriptions has declined in recent years, many opioids are still being prescribed for chronic pain. Why? Are the risks worth the benefits?
