Why exactly was this Herefordshire road closed for SO long?

The A438 was closed at Tarrington in Herefordshire due to a blocked culvert. It was closed after heavy rain a few weeks ago followed by traffic lights whilst investigations took place, then full closure again after the next heavy rain. Why did we have to wait so long for someone to do what's necessary? Too much pontificating and not enough decisive action.
