White House uses USAID funds for budget director Vought's security, documents show

The White House Office of Management and Budget is reallocating $15 million from the dismantled USAID to fund Russell Vought's security detail through 2026, documents show.

  • This year the White House budget office is allocating US$15 million from USAID funds to cover protection for Russell Vought by the U.S. Marshals Service through the end of 2026.
  • Amid reporting of threats tied to Project 2025, last week police in northern Virginia arrested a 26-year-old man for attempted murder, with media reports identifying Vought as the target.
  • On Sept 11, 2025 OMB signed an agreement with USAID to cover Vought's security costs through November, with an initial $1.6 million from USAID operating expenses and $13.5 million budgeted by OMB for this year.
  • With USAID dismantled last year, the allocation redirects scarce operating funds away from aid programmes as some 10,000 personnel were fired and a skeleton crew of more than 100 staff prepares to shut by September.
  • OMB spokesperson Rachel Cauley said `We are going to continue to use available funds at the three agencies overseen by the director to protect him`, and the U.S. Marshals Service said it can protect officials, with Vought's security detail comprising more than one dozen U.S. Marshals.
