In Congo, a reporter returns to a city transformed by war
- On April 23, 2025, after nearly four months of intense conflict in eastern DRC, a ceasefire was reached between the Congolese authorities and the M23 rebel group, which receives support from Rwanda, through mediation led by Qatar.
- The ceasefire followed a major M23 offensive launched in January 2025, which caused thousands of deaths, hundreds of thousands displaced, and raised accusations of Rwandan military support.
- Prior to the ceasefire, Qatar’s Emir convened a March summit with the Congolese and Rwandan presidents, while regional bodies like the AU, EAC, and SADC intensified diplomatic efforts to stabilize the mineral-rich region.
- UN estimates report over 7,000 killed and more than 500,000 displaced since January, and the ceasefire declaration commits parties to sovereignty, security, economic integration, displaced persons’ return, and peacekeeping support.
- Despite the diplomatic breakthrough, many observers remain cautious given repeated past ceasefire failures caused by unresolved grievances over mineral control and armed group proliferation.
