- Riyadh pursued this new security umbrella amid escalating conflict with Iran and Iran-allied Houthis, while doubts grew regarding the reliability of the traditional United States security guarantee in the Gulf.
- Unlike the North Atlantic alliance, the agreement lacks permanent command structures or clearly defined response mechanisms that underpin NATO's collective-defence system. It does not specify how a collective response would be authorized.
