Israel Courts Panama at Moment of Deep Isolation and Maritime Crisis

On Wednesday, President Isaac Herzog arrived in Panama City for a four-day diplomatic tour, marking the first official visit by an Israeli president to Panama.
Israeli officials aim to bolster ties with Panama, citing its current non-permanent seat on the UN Security Council and describing 2026 as a year of "renewed momentum" in Latin American relations.
Touring the Miraflores Locks on Wednesday, Herzog praised the Panama Canal as a "symbol of connection and global free navigation," contrasting it with maritime blockages in the Gulf.
President Jose Raul Mulino announced plans for a water management agreement with Israel, though Copasolpa activists protested the visit, citing humanitarian concerns regarding Israel's policies in Gaza.
On Friday, Herzog will travel to Costa Rica to attend the inauguration of President-elect Laura Fernandez Delgado, continuing Israel's diplomatic outreach across Latin America.
The Israeli president also plans to meet with leaders and members of the Jewish community in Panama, in a gesture of closeness and recognition to this group.
