Westmount ”should be exempt from density plans”

The ongoing squabble about the southeastern corner of Westmount and whether it should be built up with towers has evoked a claim from previous Westmount mayors that the entire town should qualify as an exceptional heritage sector and thus be exempt from the metropolitan community’s impending plans for increased density. Why don’t they just say “we’re rich, we don’t want too many neighbours”?
