Vietnam's leader To Lam upgrades Canada to a strategic partner

Vietnamese President To Lam and Canadian Prime Minister Mark Carney upgraded relations between their countries to a strategic partnership.
Lam said the countries would build on their 2017 agreement through deeper, longer-term cooperation.
Lam said Canada could support Vietnam’s development through universities and agricultural modernization.
Carney said the partnership could increase Canadian energy exports.
