Watch Gov. Ned Lamont's 2026 State of the State address
Gov. Lamont proposes a $28.7 billion budget including a $500 million sales-tax rebate and cuts hospital tax hike to $100 million while preserving $140 million in hospital payments.
- Releasing budget adjustments, Gov. Ned Lamont proposed changes to the $28.7 billion fiscal year 2027 budget shortly after 12 p.m., including a one-time energy rebate between $200 and $400 for roughly 1.6 million taxpayers.
- Lamont framed the moves as shielding vulnerable residents from federal cuts and easing costs for working families, funded by excess, volatile capital gains from a few big AI stocks.
- Lamont's plan also proposes to eliminate licensing fees for about 160,000 workers, with estimated annual savings of approximately $16 million, while expanding the R&D tax credit to pass-through entities meeting a $70 million sales threshold.
- The Senate reconvened to transfer roughly $330 million into a new Federal Cuts Response Fund, with Republican lawmakers objecting to OPM spending authority, as Sen. Ryan Fazio said it would grant Lamont unchecked powers.
- Amid the budget changes, the Connecticut Hospital Association warned that a $100 million hospital assessment increase and $140 million in supplemental payments would burden hospitals and reduce resources, while Wojcik, Lamont's spokesperson, said the package nets $40 million to hospitals and $53.8 million to the state.
