US Think Tank Paints Hypothetical Scenario of a Limited Russian Invasion of Estonia
The think tank says Moscow could use drones, special forces and disinformation to seize Narva and challenge NATO’s Article 5 commitment.
- On Monday, the Institute for the Study of War released a scenario detailing how Russia could conduct a limited incursion into Narva, Estonia, to test NATO's Article Five collective defense commitment.
- Tensions preceded this scenario, as the Russian FSB intelligence services imposed a 10-day ban on movement and firearms near the Narva River starting September 16, 2026, limiting access to border areas.
- Under this scenario, Russian agents would seize key buildings and declare a "Narva People's Republic" , while Moscow uses long-range drones up to 40 miles behind the border to strike Estonian forces.
- Such an incursion "will present a series of complicated challenges", the ISW said, noting the alliance might struggle to activate Article Five over localized aggression.
- German political scientist Carlo Masala noted this mirrors Kremlin rhetoric from 2014, suggesting Russia aims to exploit divisions between Europe and American officials by testing NATO deterrence limits.
