US plan to end Ukraine war needs ‘additional work,’ Kyiv’s allies say
The U.S.-drafted 28-point peace plan would require Ukraine to make territorial and military concessions while renouncing NATO membership, drawing criticism for favoring Russian demands.
- On Nov 22, European and other Western leaders said the U.S. 28-point plan is a basis for talks but will require additional work, meeting on the sidelines of the G20 summit in Johannesburg.
- The U.S.-drafted plan was produced with little input from Ukraine or Europe and includes major concessions to Russia, asking Kyiv to cede territory, abandon NATO ambitions, and limit its armed forces.
- The draft specifies military limits, proposing to cut Ukraine's armed forces to 600,000 personnel from close to 900,000, while EU and NATO elements would need member consent.
