The peace plan was reduced from 28 to 19 points after EU and US-led talks, with key territorial and security issues postponed to presidential negotiations, officials said.
- At the Geneva talks on November 23, the Financial Times reported the US peace plan was pared from 28 to 19 items after discussions, with Rubio saying the list had fallen to 26.
- European diplomats said an E3 alternative 28-point document lost traction as consultations moved fast, while negotiators agreed to raise the Armed Forces of Ukraine cap to 800,000 and return control of the Zaporizhzhia Nuclear Power Plant to Ukraine.
- Bloomberg reported a clause allocating $100b from frozen Russian assets was excluded, and Polish Prime Minister Donald Tusk said a Nato jets security clause was removed on November 24.
- The Kremlin, via Yuri Ushakov, said it rejects many Europe-introduced amendments, and the parties postponed territorial and constitutional decisions to a meeting between Vladimir Putin and Volodymyr Zelenskiy.
- Washington assured European partners their concerns over EU and Nato security guarantees will be addressed during subsequent talks, while negotiators warned the plan could mirror the Istanbul peace deal by deferring Crimea sovereignty to presidential-level talks.
