The Undersecretary of Crime Prevention, Eduardo Vergara, explained the need to form a “public-private country pact” to address insecurity, following media cases of criminal violence such as the assault on the home of Defense Minister Maya Fernández and a driver of the presidential escort.

Eduardo Vergara argued that “the country moment we live in requires us to have a public-private articulation”. He also acknowledged that “we need to get more carabineros out into the street, that's not just the way it's solved, but it's an element.”
