- The 4+4 committee, representing Libya's four main institutions, negotiated this framework following the collapse of previous 6+6 electoral laws that linked parliamentary votes to presidential results and required mandatory second rounds.
- Elections will be held under unified national institutions and a single executive authority, with all candidates required to renounce foreign nationalities and resign from military or civilian positions before taking office.
- Walid Ellafi, state minister of political affairs in the Government of National Unity, said elections must occur "within a period not exceeding 24 months," while Shibani AbuHamoud, head of the army's general command, committed to developing an implementation framework within one month.
- If the House of Representatives and High Council of State fail to approve the deal within one month, parties will seek national adoption as a constitutional document and secure international backing through the U.N. Security Council.
