Ukraine to present ‘wish list’ for new Russia sanctions under Graham law
Kyiv wants sanctions on Russian suppliers of the Rassvet satellite network, saying the system could help Moscow target Ukraine in real time.
- Ukraine will present the Trump administration and Congress this week with a wish list of Russian companies, vessels, and individuals for sanctions under the Graham Sanctioning Russia and Iran Act, which President Donald Trump signed in Sept.
- The administration faces an Oct. 18 deadline to decide which Russian entities to sanction under the new law, as Denys Sienik, the Ukrainian diplomat in Washington, said the priority involves companies producing components for Moscow's satellite project.
- Sienik said if Russia completes its satellite "constellation," it could attack Ukraine at will with real-time information; consequently, Ukraine requested access to Starlink services inside Russia to target those systems.
- Ukrainian officials also seek tougher measures against ships in Russia's "ghost fleet" used to circumvent oil restrictions, while Sienik requested that the administration and American industry condemn Russian attacks on American companies' operations on Ukrainian soil.
- With the looming winter, the satellite project could prove devastating for Ukraine, and the administration must weigh these requests against the Oct. 18 deadline for enforcing the Graham Sanctioning Russia and Iran Act.
