Europeans propose changes to US Ukraine plan with higher army cap, NATO-style security pact -doc
Ukraine and European allies seek NATO-style mutual defense guarantees and demand frozen Russian assets for reconstruction in a counter-proposal to the US plan.
- US, Ukrainian and European national security advisers meet in Geneva, Switzerland on Nov 23 as Ukraine and European allies present a counter-proposal insisting swaps await a cease along the current line of contact.
- Ukraine and European allies reject Moscow's demand that Kyiv cede unoccupied territory and ask the US for a security guarantee mirroring NATO's Article 5.
- The US proposal, drafted with Russian input, would cap Ukraine's armed forces at 600,000, but Ukraine says it needs an army of at least 800,000 and European leaders signalled on Nov 21 a higher cap could be negotiated.
- Most of the frontline would be frozen, including Kherson and Zaporizhzhia, and any agreement would be monitored under US supervision by a peace board chaired by Mr Trump, while Moscow would obtain de facto recognition over Crimea, Luhansk and Donetsk.
- Financial and humanitarian provisions include phased sanction lifts to reintegrate Russia if it complies, compensation for the United States, frozen Russian assets, and family reunification plus victims' aid.

Ukraine Seeks NATO-like Shield From US, Counter-Plan Says
(Bloomberg) — Ukraine and its European allies will insist that discussions with Russia on any territorial swaps can only take place once the war ceases along the current line of contact, according to people familiar with a counter-proposal that will be presented to the US later today in Switzerland.
According to Bloomberg, Europe has already prepared a counter-proposal to the US President's plan in which it is required to use the frozen assets of Moscow for the reconstruction of Ukraine and to compensate Kiev, as well as to ask for a security guarantee from Americans that reflects the mutual defence clause of NATO art. 5
