Ukraine hails 'real progress' in peace talks with US
Negotiators made progress on NATO-style security guarantees including multinational forces and monitoring, with about 90% of issues resolved despite ongoing territorial disputes, U.S. officials said.
- On Dec. 15, Rustem Umerov said Kyiv and Washington made `real progress` during two-day talks in Berlin, where Zelensky's delegation held two rounds with U.S. envoys Steve Witkoff and Jared Kushner.
- The talks grew out of Washington's initial 28-point plan last month, which Kyiv and European partners revised following consultations, and submitted a revised proposal last week.
- Talks zeroed in on NATO-like security guarantees while Zelensky said Ukraine would consider compromising on NATO membership only if solid guarantees were provided, and a poll showed about 75% oppose withdrawal from Donbas.
- No specific agreement was expected today, and Moscow was to be briefed by the U.S.; Umerov hoped positions would align by the end of the day but no territorial deal was reached as the U.S. pressed Kyiv to cede Donetsk and Luhansk oblasts.
- U.S. officials said `90%` of the issues have been resolved and President Donald Trump was reported `pleased`, while European leaders planned an evening summit and central Berlin became a high-security zone.
