At around 10:30 a.m. on the 26th, a 119 call was made reporting that "(workers) were covered in cement and not breathing" at a construction site in Kusatsu City, Shiga Prefecture. The workers were Lu Thanh Bang (27) and Nguyen The Phuong (25), both Vietnamese nationals and civil engineering workers from Taisho Ward, Osaka City.
