After impressing on loan at Rangers last season with 33 league appearances and seven goals, Moore sought a fresh challenge, preferring a move to one of Europe's top five leagues over Championship side Middlesbrough.
Borussia Dortmund initially registered interest but Spurs rejected their request for a purchase option, leaving Köln as frontrunner; a deal could be finalized as early as next week with Moore open to Germany.
Moore's anticipated departure is expected to precede further attacking reinforcements for Tottenham, as the club has already broken their transfer record twice this summer under manager De Zerbi.
